{"id":260,"date":"2014-12-10T07:18:38","date_gmt":"2014-12-10T07:18:38","guid":{"rendered":"http:\/\/anpsthemes.com\/constructo\/?page_id=260"},"modified":"2025-10-27T10:18:12","modified_gmt":"2025-10-27T10:18:12","slug":"sinscrire-au-pmn","status":"publish","type":"page","link":"https:\/\/centeribil.com\/en\/documents-en-ligne-2\/sinscrire-au-pmn\/","title":{"rendered":"Register for the PMN"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 10px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><h2 class='heading-content  divider-lg'  style='color: #4D7EA9'><span>Adhesion, Study and Approval Phase<\/span><\/h2>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The first phase is triggered by the company's application for membership and culminates in the approval of its upgrade plan.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>PMN membership<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>Membership in the PMN is obtained by simply submitting an application, a template for which is available on the website.<a href=\"https:\/\/www.pmn.nat.tn\" target=\"_blank\" rel=\"noopener\"> www.pmn.nat.tn<\/a> (<a href=\"http:\/\/centeribil.com\/wp-content\/uploads\/2025\/10\/demande_adhesion.doc\">download membership application form<\/a>) to be submitted to the Upgrade Office.<br \/>\nThis request must be accompanied by or followed by copies of the following documents:<\/p>\n<ul style=\"margin-left: 20px;\">\n<li>The commercial register,<\/li>\n<li>API declaration,<\/li>\n<li>The tax identification number,<\/li>\n<li>Proof of commencement of production (or the first invoice and tax return).<\/li>\n<\/ul>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>Preparation of diagnosis \/ Upgrade plan and submission of application<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The diagnostic study\/upgrade plan must be submitted to the upgrade office within one year of the date of membership, unless this period is extended upon written request by the company and for justified reasons.<\/p>\n<p>This study must be accompanied by the following documents:<\/p>\n<div style=\"margin-left: 20px;\">\u2022 The company profile form, duly completed (<a href=\"http:\/\/centeribil.com\/wp-content\/uploads\/2025\/10\/fiche-de-caracterisation-de-lentreprise-PMN.xls\">Download specification sheet<\/a>)<br \/>\n\u2022 Pro forma invoices and investment estimates<br \/>\n\u2022 Financial statements for the last three fiscal years<\/div>\n<div><\/div>\n<p>And for the granting of the diagnostic bonus \/ Upgrade Plan:<\/p>\n<div style=\"margin-left: 20px;\">\u2022 The invoice for the diagnostic study\/upgrade plan<br \/>\n\u2022 A record of the work carried out by the consultants who participated in the study and their CVs<br \/>\n\u2022 Proof of payment of 30% of the cost of the study.<\/div>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>Approval of the Upgrading Plan<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The decision granting benefits includes the various investment items, their approved costs, the corresponding grants and possibly the related reservations.<br \/>\nThe approved costs stated in the granting decisions will be evaluated and validated upon release, taking into account the actual achievements.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<h2 class='heading-content  divider-lg'  style='color: #4D7EA9'><span>Grant Release Phase<\/span><\/h2>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The second phase consists of releasing the upgrading grants.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>Request for Grant Release<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The release of investment grants is linked to the implementation of actions provided for in the upgrading plan. The rules governing the implementation of the upgrading plan are as follows:<br \/>\n<strong>Reference date:<\/strong><br \/>\nInvestments carried out before the date of adhesion are not eligible for upgrading benefits.<br \/>\n<strong>Updating:<\/strong><br \/>\nThe company may update its upgrading plan by introducing unforeseen investments or modifying the content or costs of approved investments. In this case, the adhesion date remains the reference date.<br \/>\n<strong>Overtaking:<\/strong><br \/>\nIn the event of unforeseen investments or investments exceeding the approved cost, these investments may benefit from upgrade advantages, subject to approval by the steering committee when the final installment of the bonus is released.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>Monitoring of Upgrading Plans<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>Monitoring of implementation is initiated upon simple request by the company to the Upgrade Office, which entrusts it to the relevant Sector Technical Center (the company is informed in writing of the commencement of the monitoring mission).<br \/>\nThe company must contact the technical center and inform it of its availability to receive the monitoring mission.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<h5 class='heading-content  style-1' ><span>Release of Upgrading Grants<\/span><\/h5>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>Grants are released for selected tangible and intangible investments:<\/p>\n<ul style=\"margin-left: 20px;\">\n<li>In no more than four installments;<\/li>\n<li>With a minimum achievement rate of 30% for the first installment and more than 60% for the third installment<\/li>\n<\/ul>\n<p>The company may benefit from the release of the grant related to intangible investments upon full completion of the concerned action, regardless of the achievement rate of the upgrading program.<\/p>\n<p>Grant release is subject to meeting the following two financial conditions:<\/p>\n<ul style=\"margin-left: 20px;\">\n<li>Positive working capital<\/li>\n<li>Equity covering at least 30% of net fixed assets<\/li>\n<\/ul>\n<p>The grant related to realized tangible investments is calculated on the basis of 10% for all intermediate installments released before the closing of the company\u2019s upgrading file.<\/p>\n<p>Therefore, the elements of the financing plan declared by the company and the surplus of equity will only be taken into account for calculating the grant (10% to 20%) at the time of release of the final installment upon completion of the Upgrading Plan.<\/p>\n<p style=\"text-align: right;\"><strong>Source: <\/strong><a href=\"http:\/\/www.pmn.nat.tn\/\"><strong>http:\/\/www.pmn.nat.tn\/<\/strong><\/a><\/p>\n\n\t\t<\/div>\n\t<\/div>\n<\/div><\/div><\/div><\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"PHASE ADHESION, ETUDE ET APPROBATION La premi\u00e8re phase est d\u00e9clench\u00e9e par la demande d'adh\u00e9sion de l'entreprise et aboutit \u00e0 l'approbation de son plan de mise \u00e0 niveau.
